The hand crossbows are technically still considered "staves" with their restrictions, but through the power of po3 script extender, they have several features. (see "Customization") In the last case, you'll only need the Steel Smithing perk to craft the Steel one and the Dwarven Smithing perk for the dwarven one. However, you can change the crafting requirements using console commands. Those are the same requirements to craft them at the Dawnguard forge.
